Human Rights

The idea of human rights, is basically, to give  every human natural born rights. but we shouldn't have to have a declaration telling us or allowing us to live our lives they way we want.
      Things, such as freedom of speech,or the freedom of thought or conscience  those shouldn't even have to be put into a declaration, we should already be allowed those things without doubt. 
After reading the declaration of human rights, i realize that the declaration is hardly followed,and every action has a consequence. what is the point of  making a declaration when it means nothing? article 16 states that men and women of full age have the right to marry,not limited to race, nationality, or religion, but why is it in certain states, couples who are gay,can not get married?
    Things that are written down are meant to help protect every individual, but  half the things on the declaration we cannot do, not allowed to do , or if we dare do them there is a punishment behind it.  We say we have freedom of speech but, Journalist, protesters etc, are getting killed for saying what they want, normal residents get jail time or beaten by cops for speaking whats on their mind. 
I think its cool that we have a declaration of human rights, but to me its worthless when none of the articles are being respected.
